Why file downloaded unchange

Hi everyone I have a problem with ClickOnce, well i think so, when I publish and download the new version I think that click once download all the filles contained in the publication, because in the progress bar marks all the weight of the application to download, and need the same time to download that when I install by first time, so I don't know if is true that Clcik Once is really only downloading only the modified files, because it takes the same time, there is no difference, or is in the MageUI a propoerty to specify that only download the modified files Or could be this downloading, or the installation, or both more faster?
